- Keep. I've expanded it a little but there's plenty more to write on the use of licenses to kill by state actors. It's not solely a James Bond concept, as the press cites given and a straightfoward Google search excluding James Bond indicates. Jamesday 05:08, 12 Jul 2004 (UTC)
